March 20, 2025: Matatu Federation Condemns NTSA Suspension of Super Metro Sacco

The Matatu and Bodaboda Operators Federation has criticised the National Transport and Safety Authority (NTSA) for revoking Super Metro Sacco’s operating license, calling for an immediate reversal of the decision.

During a press briefing at Archives in Nairobi on Thursday, Federation Chairperson Kushian Muchiri defended Super Metro, stating the suspension has caused major disruption in city transport services.

“As a federation, we reject this blanket condemnation. We urge NTSA to reinstate Super Metro while investigations continue. Once concluded, NTSA can present clear recommendations on the way forward,” Muchiri said.

The Federation also warned of a possible transport strike in solidarity with Super Metro if NTSA does not respond to their concerns.

NTSA’s Reason for Suspension

NTSA explained that the suspension followed multiple breaches of safety and compliance regulations under the Public Service Vehicles Regulations, 2014.

Investigations revealed several failures, including:

  • 5 vehicles with expired inspection certificates
  • 8 vehicles operating with expired Road Service Licenses (RSLs)
  • 5 vehicles with expired speed limiter certificates
  • 88 vehicles failing to transmit speed data
  • 171 vehicles lacking speed limiter records
  • 7 vehicles missing vendor details for speed limiters
  • 109 vehicles exceeding the 80 km/h speed limit

The agency said the suspension will remain until Super Metro fully meets regulatory requirements.

Super Metro’s Response

Super Metro has rejected the suspension, claiming NTSA acted hastily under public pressure. The operator said the blanket suspension of all vehicles was unnecessary and unfair.

To regain the license, Super Metro must:

  • Present 294 vehicles for inspection at approved speed limiter vendors
  • Submit 42 drivers for retesting at the Likoni Driver Test Centre
  • Provide signed employment contracts for staff
  • Submit proof of PAYE, NSSF, and NHIF remittances, among other documentation

  • Alternative PSVs may become crowded during peak hours
  • Stay updated on route availability and plan extra travel time
  • Use licensed operators to avoid safety risks
  • Report unsafe or overcrowded vehicles to NTSA

The suspension could affect thousands of daily commuters, especially in Nairobi’s busiest corridors, highlighting the importance of regulatory compliance and vigilance by transport operators.
