You do not need to be boarding an aircraft simply to have a legitimate reason to visit Jomo Kenyatta International Airport. People travel to JKIA to drop off or collect passengers, work at the airport, provide authorised services and conduct other airport business.
However, that does not mean a person without a ticket can freely enter every part of the airport.
Kenya’s aviation-security framework separates public or non-security-restricted areas from airside and security-restricted areas, where access is tightly controlled. Can You Go to JKIA Without a Plane Ticket?
Yes, being at the airport and being permitted into the secure passenger departure area are two different things.
JKIA contains areas serving passengers as well as people meeting or dropping off travellers and organisations operating within the airport.
But once you reach a controlled access point leading into an airside or security-restricted area, simply saying that you are accompanying a traveller is not enough.

This distinction explains much of airport access.
Landside broadly refers to airport areas before the security controls separating the public side of the airport from controlled aviation areas.
Airside includes areas where access is controlled because of aircraft operations and aviation security.
Within an airport, certain particularly sensitive locations are designated security-restricted areas.
Kenyan regulations require security-restricted areas to be separated from public or non-security-restricted areas by appropriate barriers and protected against unauthorised access. Kenya Law
Therefore, entering the wider airport environment does not give someone unrestricted access to airside facilities.
Can You Accompany Someone to Their Boarding Gate?
Ordinarily, a person dropping off a passenger should not expect to accompany them through passenger security and all the way to the boarding gate simply because they are a relative or friend.
The departure gate is beyond controlled aviation-security processes.
Passengers proceeding to their flights must undergo the applicable security procedures, while access to restricted areas is controlled.
There may be specific arrangements for authorised assistance in particular circumstances, but these should not be confused with a general right for visitors to enter the secure departure area.

Can Family Members Enter the Terminal?
Access to a terminal building and access to an airside security-restricted area are not necessarily the same thing.
Airport operators can establish security measures appropriate to particular terminal areas, and access arrangements can change in response to operational or security conditions.

Visitors should therefore follow the access controls operating at JKIA at the time rather than assuming that a previous visit establishes a permanent rule.
What About Meeting Someone Arriving at JKIA?
People routinely travel to JKIA to collect arriving passengers.
But the person meeting the traveller should expect to remain in the areas made available for visitors rather than entering restricted passenger-processing or airside areas without authorisation.
The arriving passenger must first complete the applicable arrival procedures—which can include immigration, baggage collection and Customs—before reaching the public meeting area.
For international arrivals, relatives or drivers waiting outside those controlled areas cannot ordinarily bypass immigration, Customs or aviation-security controls simply to meet the passenger sooner.
Why Are Some Areas Restricted?
Airport restricted areas exist to protect passengers, aircraft, airport employees and aviation infrastructure.
The Civil Aviation (Security) Regulations require areas identified as vital to the continued safe operation of civil aviation to be designated as security restricted based on security risk assessments. Kenya Law
Such areas must be protected from unauthorised access and separated appropriately from public areas.
This can include operational areas that ordinary passengers themselves may never need to enter.
What About Airport Employees?
Airport employees do not receive unrestricted access merely because they work at JKIA.
Kenya’s security regulations provide for an airport security permit system controlling authorised access to airside and security-restricted areas.
The regulations require identity and authorisation to be verified at designated checkpoints. People issued airport security permits must properly display them while on duty. Kenya Law
Access can also be limited to the particular restricted areas required for someone’s work.
A Kenyan High Court case concerning a JKIA security permit described KAA’s permit system and noted that access to restricted areas is controlled through airport security permits. Kenya Law
Can Someone Borrow an Airport Pass?
An airport security permit should not be treated like a transferable visitor’s ticket.
Security permits exist to establish that a particular person has authorised access.
Using another person’s permit or attempting to enter a restricted area without the required authority undermines the access-control system.

Can Security Stop You Even Before the Boarding Area?
Yes.
Security at an international airport is layered.
Passengers and visitors can encounter access controls before reaching the final passenger-screening checkpoint.

This is why a visitor should not assume that access arrangements will always be identical.
Can Your Vehicle Be Checked When Entering JKIA?
Airport security is not limited to passengers walking through a metal detector.
Kenya’s aviation-security framework also provides for access controls involving vehicles and restricted airport areas.
The regulations specifically state that authorised access to security-restricted areas is controlled through airport security permits for persons and vehicles. Kenya Law
Drivers should therefore comply with legitimate security checks and traffic controls when entering or moving around airport property.
What Happens If You Try to Enter a Restricted Area?
Do not attempt to bypass a security checkpoint, barrier or access-control system.
Kenyan regulations require restricted areas to carry signage indicating the type of restriction and penalties for non-compliance. They also require airport operators to protect restricted areas against unauthorised access. Kenya Law
A person who genuinely needs access should use the appropriate authorised procedure rather than attempting to follow another person through a controlled entrance.

Security screening is fundamental to maintaining what aviation security describes as a sterile environment.
KCAA says that even police and military personnel travelling on ordinary commercial air transport are subject to the same passenger security requirements. Kenya Civil Aviation Authority
KCAA also states that a passenger who refuses required screening cannot fly and should not be allowed to mix with screened passengers. Kenya Civil Aviation Authority
The principle is important: someone’s profession or relationship to a passenger does not automatically provide an exemption from aviation-security controls.
Can You Take Photos While Visiting JKIA?
Being in an area accessible to visitors does not mean every activity within that area is unrestricted.
Photography around security-sensitive infrastructure, checkpoints and restricted areas requires particular caution, while organised or professional filming can involve additional airport requirements.

What If You Are Dropping Someone Off?
If you are taking someone to JKIA, plan on accompanying them only as far as current airport access arrangements permit.
Do not assume you will be able to proceed through security with the passenger.
Make sure the traveller has their passport or other required identification, travel documents and baggage before you separate.
For international departures in particular, passengers should allow sufficient time to complete airline check-in, security and immigration procedures.
What If You Are Picking Someone Up?
Wait in the designated public or visitor area and follow current airport signage and instructions.
Remember that an aircraft landing does not mean the passenger will immediately emerge from the terminal.
International passengers may still need to complete immigration, collect baggage and pass through Customs before reaching the public side of the airport.
Airport Access Can Change
Airport security is risk-based.
A procedure that applied on your last visit should therefore not be assumed to guarantee identical access during your next visit.
A security incident, elevated threat level, major event, operational disruption or other circumstances can result in tighter access controls.

The Bottom Line
You can have legitimate reasons to visit JKIA without holding a flight ticket, including dropping off or collecting a passenger.
But being allowed into the airport environment is not the same as being authorised to enter airside or a security-restricted area.
