A Kenyan traveler transiting through Uganda from Ethiopia has sparked widespread debate after a video surfaced showing him confronting immigration officials over the temporary withholding of his yellow fever vaccination certificate.
The traveler, who was recording the encounter and therefore remains unidentified, can be heard repeatedly demanding the return of his document.
“Give me back my card. I will not give you money. Fungua hiyo card.”
(“Open the card.”)
According to the video, the traveler insisted that his International Certificate of Vaccination contained all the required entries, including the official yellow fever vaccination stamp, and was still valid.
Despite this, the officials allegedly insisted that the certificate was either invalid or required replacement, a move that would have forced the traveler to purchase another yellow fever card at the border.
Allegations of Extortion
The Kenyan traveler claimed the officials were attempting to pressure him into paying for a replacement certificate despite already possessing a valid one.
Obtaining a new yellow fever certificate at some border crossings reportedly costs approximately KSh3,000 (about UGX90,000), making it an expensive and unnecessary expense for travelers who already have valid documentation.
The video appears to show two officials inside the immigration office while another official can be heard speaking off-camera.
Throughout the exchange, the traveler repeatedly refuses to pay, maintaining that his vaccination card is genuine and valid.
At one point, officials reportedly tell him he is free to continue with only his passport.
However, seasoned East African travelers understand that the yellow fever certificate remains one of the key health documents frequently requested when crossing international borders within the region. Proceeding without it could expose a traveler to delays or difficulties at subsequent border checkpoints.
Eventually, after the prolonged confrontation, the officials hand back the certificate.
As he walks away, the traveler delivers a final rebuke:
“You are corrupt. Keep your s**t.”
The video has since fueled discussion online about corruption allegations and the treatment of East African citizens traveling within the region.
What Is the Yellow Fever Card?
The yellow fever card is officially known as the International Certificate of Vaccination or Prophylaxis (ICVP).
It serves as proof that a traveler has received the yellow fever vaccine, which protects against a mosquito-borne viral disease that can cause severe illness and death.
Many countries require travelers arriving from areas considered at risk for yellow fever transmission to present this certificate before being allowed entry.
The certificate becomes valid 10 days after vaccination and, under World Health Organization (WHO) guidelines adopted by most countries, is generally considered valid for the lifetime of the vaccinated person. This replaced the previous rule under which certificates expired after 10 years.
Why Is the Requirement Increasingly Viewed as Obsolete?
While the yellow fever vaccine remains an important public health tool, critics argue that the way the requirement is enforced at some border crossings no longer reflects modern travel realities.
Several concerns are frequently raised:
- Lifetime validity: Most travelers only need one vaccination for lifelong protection, reducing the need for repeated documentation.
- Digital health records: Many countries now maintain electronic vaccination records, making exclusive reliance on paper certificates increasingly outdated.
- Regional integration: The East African Community (EAC) promotes free movement of people, yet inconsistent enforcement of health documentation can create unnecessary barriers.
- Opportunities for abuse: Travelers have long complained that inconsistent interpretation of vaccination requirements at some border points can create opportunities for unofficial payments or unnecessary replacement certificates.
It is important to note that despite these criticisms, the yellow fever vaccination requirement itself has not been abolished. Travelers should continue carrying a valid International Certificate of Vaccination whenever traveling to or through countries that require it.
A Challenge to East African Integration
The incident has reignited concerns about the practical barriers facing citizens within the East African Community.
While regional governments continue to champion free movement of people, goods and services, travelers often report encountering lengthy inspections, varying interpretations of regulations and, in some cases, allegations of corruption at border crossings.
Business people, truck drivers and tourists alike argue that inconsistent enforcement undermines regional trade and discourages seamless movement across borders.
Whether investigations arise from this latest incident remains to be seen. However, the viral confrontation has once again highlighted the importance of transparent border procedures, consistent application of health regulations and accountability among officials tasked with facilitating cross-border travel.
